Former U. S. Commissioner of Education Sidney P. Marland, Jr., in his August 1971 report to Congress, stated:
Gifted and talented children are those identified by professionally qualified persons who by virtue of outstanding abilities are capable of high performance. These are children who require differentiated educational programs and/or services beyond those normally provided by the regular school program in order to realize their contribution to self and society.

The EPGY (Education Program for Gifted Youth) Online High School at Stanford University
The course of study at the EPGY-OHS will be conducive to the needs of this unique student population. Courses will be academically rigorous, featuring enhanced mathematical content in natural science and social science courses and an emphasis on discussion and argumentation in the humanities courses. University-level courses will be available to students in many subject areas.
